Huge spike in sexually transmitted disease in NY City

How can this be? New York City gives out 3 million free condoms very month. i guess they need to give out 6 million? Or maybe that approach doesn't work?

A study by the Department of Health and Mental Hygiene has found that large parts of the city are plagued with soaring rates for multiple STDs – including HIV/AIDS.

The only borough without soaring rates is Staten Island.
